Executive Director – Provincial Snowmobile & Off-Highway Vehicle Federation (NLSF)
Full-Time | Senior Executive Leadership Role
Based in Deer Lake, Newfoundland and Labrador

Position Overview
The Executive Director (ED) is the chief executive officer of the Newfoundland and Labrador Snowmobile Federation (NLSF), responsible for leading the organization through a period of growth, modernization, and organizational evolution.
In addition to strengthening NLSF’s core snowmobiling mandate, the Executive Director will play a key role in positioning the organization to responsibly support and represent the growing ATV and side-by-side sector in Newfoundland and Labrador.
Reporting to an eight-member volunteer Board of Directors, the Executive Director provides strategic leadership, operational oversight, financial stewardship, and external representation. The ED leads a professional office team of approximately 4–6 staff and works closely with 17 volunteer member clubs on the island, as well as municipal, provincial, and federal governments.
A central responsibility of the role is building government confidence and support for NLSF’s evolving role and positioning the Federation as a trusted delivery and policy partner for safe, sustainable, and tourism-oriented trail and off-highway vehicle development.

Organizational Profile
Founded in 1994, the Newfoundland and Labrador Snowmobile Federation marked 30 years of operation in 2024. NLSF is a provincially recognized, member-based non-profit organization representing approximately 15,000 annual snowmobile permit holders and 17 volunteer member clubs on the island portion of the province.
The Federation manages an annual operating budget of approximately $1.3 million, supported primarily through permit revenues and government programs, with audited annual revenues in the range of $1.5–$1.7 million. NLSF oversees significant trail, grooming, and infrastructure assets supporting a province-wide trail network.
There is significant opportunity to grow and evolve the organization, driven by continued expansion of the tourism sector, particularly the rapid growth of ATV and side-by-side tourism and multi-season trail use.

Key Responsibilities
Strategic Leadership & Governance
  • Lead implementation of the Board-approved strategic plan, including evaluation and advancement of NLSF’s evolving role in supporting ATV and SxS recreation
  • Provide strategic advice to the Board on governance, policy, risk, and organizational evolution
  • Act as the primary liaison between the Board, staff, and member clubs, supporting effective communication, accountability, and transparent decision-making across the organization
Organizational & Staff Leadership
  • Provide leadership and direction to a professional office team of 4–6 staff
  • Oversee human resource management, including supervision, performance management, and staff development
  • Ensure organizational systems, policies, and procedures support efficient and effective operations
  • Build internal capacity to support a growing and evolving mandate
Operations & Program Management
  • Oversee day-to-day operations of provincial snowmobile programs, permits, safety initiatives, and communications
  • Support planning, pilot initiatives, and standards development related to ATV and SxS trail use
  • Develop systems and procedures to support safe, sustainable, multi-season trail management
  • Provide leadership and support to staff, contractors, and member clubs across the province
Government Relations, Advocacy & Mandate Advancement
  • Serve as the primary point of contact with municipal, provincial, and federal governments
  • Lead strategic engagement with government to advance confidence and alignment related to ATV and SxS advancement
  • Develop and advance evidence-based policy proposals, briefing materials, and implementation frameworks
  • Support negotiation of agreements, contribution programs, and policy frameworks enabling responsible multi-season trail use
  • Advocate for trail access, infrastructure investment, tourism development, and sustainable outdoor recreation
Financial Management
  • Prepare and manage annual operating and capital budgets
  • Oversee financial controls, audits, reporting, and compliance
  • Ensure responsible stewardship of public funds, permit revenues, and sponsorship dollars
National & International Representation
  • Represent Newfoundland and Labrador nationally and internationally on snowmobile and off-highway vehicle matters
  • Act as the primary provincial representative to national and international organizations, including the Canadian Council of Snowmobile Organizations (CCSO), the International Snowmobile Council (ISC) and related snowmobile, off-highway vehicle, tourism, and industry forums
  • Participate in national and international forums and events, including the International Snowmobile Congress (ISC)
  • Build strategic relationships that support safety standards, trail sustainability, tourism development, and innovation
Qualifications & Experience
  • Demonstrated experience working effectively with volunteer Boards of Directors, staff teams, and member-based organizations
  • Proven ability to engage with municipal, provincial, and federal governments, including policy development, advocacy, or program delivery
  • Strong financial management experience, including budgeting, financial oversight, and working with audited financial statements
  • Excellent written and verbal communication skills, including briefing senior decision-makers and representing an organization publicly
  • Experience representing an organization at a provincial, national, or international level
  • Knowledge of snowmobiling, ATV/SxS recreation, trail systems, or outdoor tourism
Post-secondary education in business, public administration, or a related field is an asset; an equivalent combination of education and experience will be considered.

Compensation
Salary is negotiable and will be commensurate with the successful candidate’s experience, leadership capabilities, and the value they bring to the organization. The Board is prepared to offer competitive compensation to attract a high-calibre executive leader.
